To promote the hockey from grass root level in country Pakistan Hockey Federation (PHF) has decided to hold Inter Clubs Hockey competitions at Districts, Regional and Provincial level from 13 to 31 January. National level round will be played from 5 to 12 February at National Hockey Stadium Lahore.

Initially the inter district matches in a district will be organized by the respective district hockey association, in which all the registered clubs must participate. Any club which will not participate in the activity in the district level will lose the right of vote in its respective district hockey association. The winner club of district will qualify to the regional level event.

The winner club of each district having qualified would participate in the event at regional level. The winner team of each region will qualify to participate in the inter clubs competition at the Provincial level.

The winner club of each region of the province will qualify for participation in the Provincial round. The top team of Northern Areas will be included in round being organized by NWFP hockey association.

Finally the first and second top club teams of each Province will qualify for the national level round at Lahore in February. The round will be organized by the Punjab Hockey Association. In this round one top club team each of Islamabad and AJ&K will also be included in the round which will be played amongst ten teams. National Champion Club will participate in the International Club Championship, organized by Asian Hockey Federation.

In order to make the competition more attractive, each club will have the right to select two players from departments, provided the players would be of domicile of that area.
