The International Hockey Federation (FIH) called for expressions of interest from its National Associations to host FIH World Level Events for the period 2011-2015.
As presented to and approved by the Executive Board at its last meeting in December 2009 in Melbourne, the model for allocating FIH World Level Events will differ depending if the event is a Top Property or a 2nd tier Property. The Top Properties and 2nd tier Properties are defined as follow:
1. Top Properties (Men and Women)
- FIH World Cup
- FIH Champions Trophy
- FIH World Series (rounds 3 and 4)
- FIH Indoor World Cup
In line with the new strategic plan FIH3, Top Properties will be allocated to venues which maximize commercial return. The technical requirements basically remain the same. As far as the commercial rights are concerned, FIH owns all the rights and is open to negotiation with each potential National Association. The current bidding procedures are being remodeled based upon the MOU approach used for the Hero Honda FIH World Cup 2010, including:
- No hosting contract
- FIH will want to know organizational structure and the intended venue for the event.
- FIH will be directly involved in the organization of the event
- MOU to leave the principles in place but to indicate that it is open for negotiation with each country to come to an agreement as to the organization of the event.
- Key feature is that FIH will be a partner in the event.
- The current annexure of the hosting contract (with the exception of the Marketing/Sponsorship) to be part of the MOU.
- Marketing and Sponsorship to be subject to negotiation between FIH and the NAs on an event by event basis.
- The FIH will reserve its rights to make changes at any time before the award of the event, but after the award, changes can only be made with the agreement of the NA
2. 2nd tier Properties (Men and Women)
- FIH World Cup Qualifiers
- Olympic Qualifiers
- FIH Champions Challenge I
- FIH Champions Challenge II
- FIH Junior World Cup
- FIH World Series (rounds 1 and 2)
For 2nd tier Properties, the actual bidding procedures remain.
The NAs are asked to provide the FIH on or before Wednesday 31 March 2010 whether they are interested in organizing one or more of the FIH World Level Events below and at what preferred dates. For Top Properties, negotiations will take place with interested National Associations in the period between close of expressions of interest and the July 2010 Executive Board meeting.
